This article examines the key personality traits of an offender who commits fraud in the field of housing and communal services. The purpose of the study is to identify the distinctive features of the personality of the offender to develop the necessary measures aimed at the detection and investigation of fraud in the sphere of housing and communal services. The criminalistic characteristic of the personality of the swindler, who commits a crime in the sphere of housing and communal services is presented on the basis of studying materials of criminal cases and court practice on cases of swindling in the given sphere from 2008 to 2022. The profile of the perpetrator is based on the age of the perpetrator, education, family status, employment history etc.
