The article is devoted to the historical period of disenfranchisement (depriving the right to vote) of Verkhneudinsk citizens. Based on a collection of documents, we have presented data on the urban population deprived of voting rights, the applications from the personal files of citizens of different social origin, as well as data on persecution and hostility towards the disenfranchised persons and their families. The article shows the living conditions of people deprived of voting rights, arbitrariness and lawlessness towards elements alien to the Soviet system. We have come to the conclusion that the urban population of Verkhneudinsk was directly dependent on social support from the state. In addition, disenfranchisement was a form of political and social repression, which led to serious consequences for certain categories of citizens and society as a whole.
