M. Tuhachevsky and the problem of transition to the militia defence system

The article examines the historical episode of the time of the Civil war - the proposal of M. Tuhachevsky, commander of the army to the 10th Congress of the Bolshevik Party to eliminate the statement of Marxist party program about militia defense system as the ultimate goal of the Soviet Armed Forces. This proposal and the reaction to it of the Congress, on the one hand, characterizes the level of education of the Marxist Soviet military personnel at the time and on the other - indicates the ability of the party to preserve the internal logic of the program provisions on the process of socialism building. In addition, the article discloses the sources of certain provisions of the modern international legal concept of general and complete disarmament.
