Macro-territory as a new object of strategic planning (evidence from the central group of districts of the Krasnoyarsk territory)

In this paper, we investigate the problem of strategic planning at the level of municipal districts. In strategic planning, these municipal structures are forced to be guided by such restrictions as administrative and territorial borders, the division of powers in accordance with Federal Law No. 131-FZ dated October 6, 2003 «On general principles of the organization of local self-government in the Russian Federation» as well as resource and budget restrictions. Based on the analysis of the strategies of socio-economic development for municipal structures we prove the ineffectiveness of the existing approach without switching to strategic planning. The role of joint strategies for the development of macro-territories is emphasized. The article presents the definition and classification of macro-territories as objects of strategic planning.
