Small forms of enterprise: a change of the paradigm in the agrarian economy

Small forms of enterprise are an important sector of economy. The production value of small forms of enterprise is notable, and its share is increasing continuously (production value reached 9.8% in 2013, and 12.5% in 2016). The production of milk in 2016 was 51% in small forms of enterprise. The development of small forms of enterprise is multifaceted, and, it is related to social, ethnic and moral problems along with economic aspects. More than 460 thousand small forms of enterprise currently receive federal support. In total, 11807.6 million rubles were allocated through prioritized state support programs in 2015. State support decreased up to 10246.5 million rubles in 2016, besides, only 10195.3 million rubles of this sum were spent. The ratio of planned amounts of financing in 2016 fell to 83.2% compared to 2015. The most prominent decrease took place in credit financing. In the current circumstances, the existing (initial) conceptual models of agricultural development become incapable of providing economic growth, hence, a change of the paradigm is a natural process. In this regard, the government should set its objectives to changing the priorities in the paradigm of agricultural development, i.e., moving from increasing production rates to supporting the environment-shaping principles of agriculture, which implies dominant presence of small forms of enterprise, as well as cooperation and investment into innovative development.
