The development mechanism of the cluster of public utility services

The improved control system of public utilities, the infrastructural modernization providing favorable and safe living conditions for the population, the introduction of innovative technologies in the public utility sector, and, consequently, the improved quality of public utility services remain relevant to this economic sector being reformed to date. Public utility market clustering is regarded as one of the promising tools to change the situation in this field. The research defines the cluster of public utility services, considers the conditions and prerequisites for its creation in the Nizhny Novgorod region. The study presents the main elements of the development mechanism provided for the cluster under review: object, subject, center, an algorithm for its creation, factors affecting the mechanism. The authors analyze the algorithm for cluster creation which includes several levels: planning, development, and evaluation.
