The mechanism of forming a tourist destination as an adaptive system for managing the development of rural territories

The increasing demand for tourism in rural areas is facing the problem of fragmented resource management, which requires the development of new integrated approaches to ensure the sustainable development of these areas. The purpose of this study is to conceptualize and develop an integrated mechanism for the formation of a tourist destination as an adaptive management system for rural areas. The research materials and methods are based on a conceptual model approach. To analyze the subject area, a systematic analysis of scientific literature in the field of management, territorial marketing and sustainable tourism was applied. The mechanism was developed using the methods of structural and functional modeling and conceptual design. The main result is the author’s developed structural and functional model (mechanism), which is a cyclical management circuit. The scientific novelty of the proposed mechanism lies in its closed cyclic architecture with a feedback-based adaptation unit, as opposed to linear models; in the explicit inclusion of the stage of creating a specialized management structure as a key condition for rural destinations; in the integration of the principle of dual purpose, aimed simultaneously at economic competitiveness and the preservation of local socio-cultural identity. The mechanism consistently integrates the stages of strategic analysis, institutional design, product development, marketing integration and monitoring. In conclusion, it is emphasized that this study provides a scientifically based tool (model-algorithm) for strategic planning. Its practical value lies in ensuring balanced socio-economic development of rural areas by transforming their potential into a sustainable tourist offer.
