Mechanism for job quotas for young people based on a regionally differentiated approach

This article examines the problem of youth unemployment in Russia, provides an overview of the practices of regional and Federal legislation relating to employment quotas for young people. Based on the analysis of the labour market in the Russian Federation from 2015 to 2019 the proposed mechanism of quotation of work places for young people based on regionally differentiated approach. To assess the effectiveness of the developed mechanism built correlation-regression model revealed a very high and direct dependence of the unemployment rate (by ILO methodology) on the level of youth unemployment, which allowed to conclude about the possibility of practical application of measures of improvement of state regulation of the labour market in the Russian Federation with the aim of reducing youth unemployment.
