Mechanism to ensure the country's defense capability

The paper examines issues related to the financing of the armed forces and the military- industrial complex of the Russian state. The study considers the possibility of using the issue of bond loans as one of the sources of financing the armed forces and the military- industrial complex of the country. The research studies the experience of issuing military bond loans in Russia and the USSR. An analysis is made of the mechanism of issuing military bond loans of the Russian Empire, conducted in the 18th century to finance the Russo -Turkish wars, the war with Sweden, military operations in Poland, etc. The experience of issuing military bond loans to finance the Russian army during the Patriotic War of 1812 is studied. The issues of Eastern loans used to finance the Russo-Turkish wars are considered. The issues of bond loans that were used to finance the costs of the Russo-Japanese War of 1904-1905; military bond loans of the Russian Empire aimed at financing the army and enterprises of the defense industry complex during the First World War are studied. The Russian Empire's non-standard approaches to the placement of military bond loans have been revealed, including the use of financial and nonfinancial mechanisms. The issue of the Svoboda loan issued by the Provisional Government in 1917 is considered separately. Issues of military bond loans conducted by the Soviet Union in 1942-1945 during the Great Patriotic War are studied. The issue of military bond loans by the Russian Federation is substantiated. An over-the-counter mechanism for the placement of military bond loans in the Russian Federation through the Federal State Information System Unified Portal of State and Municipal Services (Functions) is proposed.
