The regulating mechanism of innovative state at the economic system

In the article the questions of innovative development at the economy level are explored. The regulating mechanism of innovative state at the economic system level is developed, which includes the measuring techniques of innovative capacity at the economic system level, and the formation system of innovative capacity at the industrial enterprise level and the enhancing mechanism of innovative capacity at industrial enterprises' level. In conclusion the basic directions for usage of developed regulating mechanism are revealed.
