Mechanism for managing depressive territories: experience and problems

The article describes the features of the management mechanism of depressed territories, which is associated with the economic growth of other territories. To describe this mechanism, a definition was given of depressed territories, which are understood as those territories in which at the current time there are low indicators of socio-economic development than the national average, but once in the past had leading indicators. The emergence of these territories is associated with economic, social and natural-geographical potential. To be classified as depressed territories, there should be a lag in such sectors of the economy as industry, construction, transport, communications, trade and agriculture in terms of the average indicators of these sectors in the country over 12 years. Depressed territories cannot get out of the crisis on their own; they need government support. Governments carefully identify and monitor these territories in order to organize effective support for the transition of these territories into the phase of economic growth. Targeted programs are created as government support. The targeted program aims to accelerate economic restructuring and mitigate adverse effects. The essence of the target program is to create a special economic and legal status in depressed areas. These targeted programs have already had positive results and help improve the situation in depressed areas and restore economic growth in these areas.
