The effective process of development of small and medium-sized businesses is carried out in conditions of maximizing the use of internal and external resources of the business. The realities of economic development are such that the best socio-economic indicators are achieved by entrepreneurs who own the strategy and tactics of attracting external resources, first of all, investments and various types of state support for entrepreneurship. The paper discusses the features of the functioning of the system of state support for small and medium businesses in St. Petersburg, as well as the assessment of this activity by entrepreneurs in the region.
