Mechanisms for applying budget rules in the context of implementing state budget policy instruments

As part of the implementation of the state’s budget policy, various tools are used, depending on which of them will be more effective, more efficient in a certain period of time to solve important economic problems, and, if necessary, the introduction of new effective mechanisms within the budget process, one of which is the budget rules. The purpose of the study is to assess the application of budget rules in the implemented state financial policy, determined taking into account country characteristics and the state of economic development in the period under review. The research is based on the work of domestic and foreign authors and is based on the application of general scientific research methods. The article presents examples of modern modifications of budget rules, the practice of using budget rules in the budget process, highlights the key features of the types of budget rules in a number of countries that characterize the stability and stability of the state budget system, and draws conclusions.
