Mechanisms of program and target management of the development of transport infrastructure of the Arctic zone of Russia

The article discusses the mechanisms of program-targeted management and the features of its application for the development of the transport system of the Arctic zone. A critical analysis of the existing state program for the development of the Arctic zone with respect to the conformity of goals, objectives and results to the principles of the program-target approach has been carried out. It is determined that the tasks set in the document do not completely reflect the planned results, which can lead to inefficient spending of time and money.
