Activities of urban self-government bodies in the sphere of charity and public health services (on the example of Simbirsk province in the second half of the XIX century)

The article covers the activity of local self-government bodies aimed at development of the social sphere (public health services, charity) in the second half of the XIX century. The complex character of the research allows to reveal factors which hampered the development of local self-government bodies in that time, and analyze social policy of municipal dumas (councils) of Simbirsk province and its variations in different types of towns of the province.
