Measures to prevent demonstrative protest crime related to the functioning of the dialogue within the framework of interaction between the police and protesters

This article deals with the tactics of communicative, interactive interaction between the police and participants in mass actions, alternative to forceful suppression. The practical technology of dialogue between the police and participants in public events has been tested in foreign practice in the activities of the dialogue police units (Sweden, Germany), which plays the role of a link between the police leadership and the organizers of demonstrations before, during and after public events. The materials and methods : ormal-logical, systemic, structural-functional and other general scientific methods of research, as well as scientific methods of analogy, search for patterns, comparative law. The results of the study: Russian legislation and preventive practice contain significant reserves for the development of dialogue tactics in the activities of the police. Consistent implementation of the requirements of paragraph 1 of part 3 of Art. 14 of the Law "On meetings, rallies, demonstrations, marches and pickets" requires: a) the mandatory appointment of an authorized representative of the internal affairs bodies for each public event; b) appointment of not one, but several persons authorized to interact between the participants of the public action and the authorities, organizing and maintaining a dialogue between them before, during and after the event; c) development of the staff of such officers and their specialized training, which can become the basis for the formation of special police units; d) specifying the normative provision on “assistance” in departmental acts, identifying and replicating the positive experience of preventing offenses during public events through dialogue techniques.
