Local administration of the settlement: issues of structuring and independence

The article examines current issues of the functioning of local self-government related to the structure of local administration in settlements and the limits of its independence as a local government body in the context of legislative regulation of these aspects. The relevant provisions of the basic federal law - the Federal Law "On General Principles of Organization of Local Self-Government in the Russian Federation" and other regulatory legal acts, as well as scientific works that address the stated issues are analyzed. Recommendations for improving the structural construction of the local settlement administration are presented. Ambiguous regulatory provisions requiring adjustment are identified. This concerns, in particular, the status of the headman of a rural settlement, the possibility of transferring all powers of the settlement administration, which is the administrative center of the municipal district, to the district administration with the abolition of the settlement administration. Proposals for improving the legislative regulation of these and other issues are substantiated.
