Local government and municipal administration in sociological research

The article shows that combining in a single legislative act such different concepts as municipal management and local self-government is completely contrary to the sociological understanding of local government as a special social process, which in social terms should represent the result of self-organization based on acceptance by citizens of responsibility for life in their city or village.
