Local government during the Soviet state: historical and legal aspect

Introduction: this article examines the distinctive features of the organisation of local self-government during the Soviet period of state development. It considers the powers of local councils and analyses the challenges of reforming people's self-government at different historical stages, as well as the interaction between municipalities and state authorities.
