The theorization of the local government in the Russian Federation

Organization of the local government has been a subject of numerous researches for a long time. Way back in the Soviet period, despite the negative attitude of the official ideology to the local government problems, many scholars paid considerable attention to this issue. In the modern Russian literature there is no generally accepted definition and proven understanding of the local government term. Describing the nature of the local government and its essence, it is necessary to proceed from the system of relations between the state and the local government. In the system of current democratic transformations of the statehood and the social structure of Russia the local government is one of the major parts. Undoubtedly the development of the local government in the conditions of a democratic, social, constitutional state gets a new character.
