The local association in the conditions of liberal democracy

The article is about problems of development of local self-government in Russia at the modern time. There is showed, that development of local self-government is connected with forming of local association. There is proved, that implantation of ideology of Western individualism with it's values destroys the possibility of local association existence, community consciousness of people and traditional forms of human being.
