The article discusses the features of the development of the institute of local Councils in the period between the Constitution of the USSR (1924 and 1936). The authors analyze the texts of the Fundamental Laws of the USSR (1924) and the RSFSR (1925), as well as other legal acts regulating various aspects of the formation and activity of the local councils. It is noted that in the years went on and established the principle of centralization in the activities of local councils at the same time increasingly became apparent formalism in their work, which, moreover, is actually fixed in the various decisions of the higher organs of the Soviet government, particularly in the Central Executive Committee Ruling SNK of the RSFSR "on the empowerment of local Councils in relation to promoting the implementation of national goals and plans" of 28 June 1929., which is actually the local Councils were prescribed only to perform the installation from above, in the in the procurement of agricultural independence of local Soviets has become increasingly reduced to window dressing.
