The place of the state council in the legal system of the Russian Federation

The article is devoted to the analysis of the specifics of consolidating such a body of power as the State Council in the Constitution of the Russian Federation by the 2020 constitutional reform. The features of functioning, which this body is now endowed with, and how these features can affect the implementation of constitutional law, which enshrines the principle of separation of powers, are emphasized. Particular attention is paid to the role of the president in the current hierarchy of power, the emergence of an opportunity to gain a foothold at the top of power by introducing the State Council into the system of bodies established by Article 11 of the Constitution of the Russian Federation.
