The place of governors office in the managing system in the reform time province: power mechanisms and their effectiveness (the research program)

In this article the scientific necessity is based and the research program of studding the power mechanisms is proposed, that realized by a governor at the reform-time with the help of his personal secretariat - a governor's office. The conclusion is done that such research is a necessary element in making the integral picture of the local management at the reform-time Russia.
