The place and role of the national assembly in the power system of the Republic of Dagestan

In the article the author makes an attempt to analyze the place, role and powers of the People's Assembly in the political system and the structure of the power of the Republic of Dagestan. It is shown that the country made significant progress on the path of political modernization, formation of values, institutions and relations of political democracy and the lawful state. At the same time from this point of view the situation in the republic cannot be estimated definitely. It is caused by the fact that despite the key component of political democracy, institutionalized in the Constitution of the Republic of Dagestan, namely the division of power into three branches, the real power to make decisions of vital importance for society is concentrated in the hands of the head of the republic. With all that the author positively estimates the fact of the approval of parliamentarianism in Dagestan, which is able to play a growing role in the political modernization of the republic.
