The place and role of innovative development of the region as a spatial development strategy for the Russian economy (on the example of the Republic of Mordovia)

The possibility of Russia losing the status of a technological power, despite the measures taken in the Strategy for Innovative Development of the Russian Federation until 2020, indicates the need for planning and implementing strategic plans, taking into account regional, spatial planning, institutional reforms and a new regional policy. In the paper, methodological aspects of the formation of the main priorities for the implementation of the innovative development program at the regional level are considered using the methods of analysis and synthesis, economic statistical and calculation approaches based on statistical and analytical material. The article presents the results of the analysis of the modernization of the scientific, educational, technological and production potentials of the region in the conditions of the emerging territorial model of innovation development as one of the structural elements of the AIRR that is able to implement the tasks set for the national innovative system of the country by the Strategy of Innovative Development of the Russian Federation 2020 In the context of limited economic growth in the country, the modern economy of the region is characterized by a nucleation centers dynamics, including increasing the competitiveness of production, increase product quality and an increase in non-oil exports. On the basis of the agrarian territory, the region of innovative development is formed, which can take a worthy place in the interregional division of labor, technological and industrial specialization of the country. The region fulfills the tasks set by President V.V. Putin and the Government of Russia to the country and the subjects of the Russian Federation.
