The article considers the necessity to substitute traditional tariff policy by long-term tariff regulation. It considers the reasons caused prohibition of RAB regulation of regional electrical network operators that deprived the effective instrument of asset modernization and economy efficacy enhancement. The authors analyze alternative method of tariff calculating.
