Methodological aspects of impact assessment innovative entrepreneurship regional economy

The relevance of the study is due to the high level of risk in the field of innovative entrepreneurship, where a large share of innovations does not find a wide market response, and young entrepreneurs close projects in the first few years of activity. In Russia, innovative development has been constrained for many years by a low assessment of its own potential, a lack of competencies, insufficient funding and the declarative nature of innovation policy. Modern geopolitical challenges require a revision of strategies and strengthening of the material and technical base, which is reflected in a significant increase in costs and volumes of innovative products. The purpose of the study is to analyze innovative entrepreneurship through the prism of an ecosystem approach, as well as to study the factors affecting the successful development of young and small enterprises in the economic space of Russia. The key aspects of the youth entrepreneurial ecosystem, the role of university science in the formation of technological entrepreneurship, the importance of small business for the regional economy and resistance to sanctions restrictions have been studied. A methodology for assessing the impact of innovative entrepreneurship on the results of economic development of regions is proposed, consisting of several stages: from choosing indicators and collecting information, to normalizing the statistics obtained and forming integral estimates. The results showed the feasibility of dividing the Russian regions into three groups in terms of the level and ratios of the development of innovative entrepreneurship and the economies of the regions. A factor analysis of the impact of innovations on the economy of all regions was carried out, the results are presented in the context of the most successful Russian regions. Scientific novelty consists in the proposal of a proven methodology for assessing the impact of innovative entrepreneurship on regional economies, the development of proposals for improving statistical accounting from the standpoint of an ecosystem approach.
