Methodological approach to the formation of state programs of scientific and technological development of the subjects of the Russian Federation

The article attempts to formulate general methodological provisions for the development of state programs for scientific and technological development (STD) of the constituent entities of the Russian Federation. The lack of normatively fixed general methodological provisions for regional strategic planning of scientific and technological development has led to the fact that the subjects of the Russian Federation are forced to determine for themselves both the type of strategic planning documents, the procedure for their development and approval, and their structure and content. The article contains an analysis of the practice of regional strategic planning of scientific and technological development. Based on the provisions of the Federal Law "On Strategic Planning in the Russian Federation", a system of strategic planning documents for the scientific and technological revolution of the region, their relationship and sequence of development are proposed. General principles for the development of programs for scientific and technological development of subjects of the Russian Federation are formulated, a typical structure of the state program for scientific and technological development of a subject of the Russian Federation is proposed, requirements for the content of sections of the state program of scientific and technological development and methodological recommendations for their development are determined. The results of the study can become a guideline for the executive bodies of state power of the constituent entities of the Russian Federation in the formation of state programs for the scientific and technological revolution of the region.
