Determining the risk tolerance and risk level of a defense industrial complex (MIC) enterprise as a performer in the development of rocket and space technology (RCT) is very important when monitoring the types of work performed, the costs realized and the selection of prospective performers. However, the assessment of risk tolerance and the level of risk without connection with the stages of RCT development does not make it possible to form the composition of performers at the initial stage of RCT development; to promptly respond to new risks in the process of RCT development and categorize performers by their level of risk tolerance after the completion of RCT development within the framework of the State Budget. This article presents a methodological approach that allows you to link acceptable losses, risk tolerance and risk level with the stages of RCT development, based on the use of the proposed indicators of the marginal cost of risk, the maximum level of risk, risk tolerance and criteria for choosing the optimal solution to minimize losses.
