Methodological approach to the assessment of socio-economic development of Arctic region rural areas

The issues of research of methodological approaches to the analysis and assessment of the level of socio-economic development of rural areas are in the focus of attention of many scientists, which is due to the role of rural areas for development both in the regional aspect and the country as a whole. For territories with unfavorable conditions for agricultural production - the basis of economic activity and development of rural territories, which include the Arctic regions, the support and development of rural territories plays a priority role, since it has an important function of preserving fragile ethno-cultural traditions and life support of indigenous peoples of the North living in rural areas of the Arctic regions. A scientifically based, objective methodology for analyzing and evaluating the development of rural areas will contribute to the exit of the studied territory from the state of crisis, since it carries analytical information that allows it to be used to overcome negative trends in this area in a timely manner. The article considers the methods of support and regulation of rural development at the state level in the Russian Federation, as well as foreign experience of rural development. Methodological approaches to assessing the level of rural development of domestic and foreign scientists are considered, taking into account which the authors have developed and proposed a system for monitoring the integrated development of rural areas for the Murmansk region, as well as a system of indicators for assessing the integrated development of rural areas that form the basis of the presented monitoring. It is concluded that the proposed approach will allow timely identification of problematic aspects in the development of rural areas of the region and timely take the necessary measures to address them.
