Methodology for the formation of state support for the airport network of the Russian Federation based on an analysis of the financial condition

In his message to the Federal Assembly dated February 29, 2024, the President of the Russian Federation announced the allocation of funds for the modernization of the country’s airports. In this regard, one of the most important tasks of public administration within this block is to build a model for the distribution of state support for the airport network of the Russian Federation. This model should be based on a uniform distribution of funds and take into account the specifics and needs of a certain group of airports. On the one hand, funding should be directed toward improving the quality of passenger service, their safety, and expanding and modernizing the airport’s technical base. On the other hand, in regions where airports play a strategic role in social infrastructure and economy, it is necessary to create incentives for development.
