Formalized efficiency assessment technique for complex hierarchical systems is presented. This technique is based on Data Envelopment Analysis. Methods are proposed for predicting efficiency of a system based on the analysis of trends in subsystems. Resources distribution algorithm is also proposed. It is aimed at improving of efficiency in subsystems.
