Methodology for fuzzy-multiple assessment of sustainability of agricultural production in regions and their ranking

The article proposes a universal model for a comprehensive assessment of the state of the economic system based on a set of heterogeneous indicators. As a mathematical apparatus, the model uses systems of fuzzy-logical inferences, the so-called fuzzy multilevel [0,1] classifiers. To assess the sustainability of agriculture in the regions of the region, it is proposed to use fuzzy-multiple aggregation of the corresponding normalized estimates of the three subsystems: economic, social and environmental. Each of the subsystem estimates can be obtained by fuzzy-multiple aggregation of time series of dissimilar indicators selected in accordance with generally accepted estimation methods. The method has a number of advantages over existing analogues, namely, versatility, taking into account the weighting coefficients of indicators and their variability, the ability to take into account the opinions of experts. To implement the methodology, specialized software has been developed. The methodology was tested by statistical data for the Rostov region, taken from Rosstat, as well as the Don Ecological Bulletin «On the state of the environment and natural resources of the Rostov region.» It has been established that all regions of the Rostov Region can be assigned to the term «development close to sustainable», and the last two regions can equally well be assigned to the fifth term «high level of sustainability».
