Evaluation of the effectiveness of public-private partnership projects

Today, the topic of evaluating the effectiveness of public-private partnerships (hereinafter referred to as PPPs) is still quite controversial. Based on this, an important link in the analysis of efficiency should be indicators, the definition of which causes certain difficulties. Firstly, it is necessary to know exactly what indicators the analysis of the effectiveness of PPP projects will be based on. It is substantiated that when applying the current method of analysis of efficiency and comparative advantage, the compliance of the project with the priorities of the state and its feasibility from the point of view of the economy is checked, while social efficiency is not determined. The lack of evaluation of the effectiveness of the implementation of PPP projects is explained by the need to improve the methodology for analyzing the effectiveness of PPP projects, which includes the analysis of the social effect. The paper provides suggestions for improving the assessment of the social effect of public-private partnership projects.
