This study is devoted to the methodology for assessing the socio-economic situation of households (families) as a tool for implementing the principle of targeting in resource management. The object of the study was the families of the Republic of Kalmykia, who found themselves in a difficult situation, who urgently need financial support. Targeting social programs is important, as more than 40 % of families have found themselves in a difficult situation in the current economic situation. How much the method fits this population group depends on many social factors. To a greater extent, the coordinated work of all authorities in the aggregate. At the regional level, the factors generating the need to apply the proposed methodology are the lack of jobs, low wages, population debt, obsolete housing stock, and so on. The main form of evaluating the effectiveness of the methodology is the implementation of targeted programs, as well as the effectiveness of training and advanced training of personnel in the region. Only then can we assess that the mechanism has been launched and there is hope for the restoration of the republic as a whole. Social service technologies are also taken into account when providing resources for this sphere of management. The most important element of the strategic improvement of the social sphere are marketing studies that increase the profitability and competitiveness of social institutions.
