In this article to account for risk component of the proposed authoring method of estimating the level of innovative regional development. The proposed methodology provides a comprehensive assessment of the level of development of regional innovation system, as well as to assess the impact of innovation, investment and risk component in the composite index of innovation development of the region. The developed techniques are rankings of regions by level of innovation development.
