Methodology of low-carbon economy transition of Russian fuel and energy complex companies

Within the framework of the theory of low-carbon economy transition, the regulatory framework of carbon regulation of the Russian Federation was analyzed, and the problems of carbon regulation in Russia were identified, the hierarchy of regulatory and strategic documents in the field of carbon regulation was presented. The specifics of the experimental emissions trading system established in the Russian Federation are considered. Further, the relevance of reducing the carbon footprint of companies in the fuel and energy complex of Russia, as the largest emitter of greenhouse gases at the country level, was analyzed. The authors have developed a methodology for reducing the carbon footprint for companies in the fuel and energy complex, providing for both mandatory and optional steps. The described methodology is practically applicable for strategic planning of companies and prioritization of activities in the context of both the internal and external environment of the organization.
