Methodological aspects of the institutional approach to financing the social sphere

Financing of the social sphere is of great importance for the provision of society and the development of social infrastructure. The social sphere unites sectors such as healthcare, education, social policy, culture, sports, housing and communal services, and ecology. The main source of financing for these sectors is the State budget, which provides access to social services for all citizens. Along with state financing, the development of the social sphere is also provided at the expense of private funds within the framework of mechanisms of public-private partnership and social responsibility of business. In the context of the value orientations of Russian civilization and the formation of a just society, it is necessary to search for new approaches to the organization of financial support for social needs. The article examines the methodological aspects of the institutional approach to financing social expenditures, its components, as well as current trends in financing the social sphere at the municipal level. The advantages of using the tools of a regulatory and targeted approach, concepts of public-private partnership and social responsibility of business are presented.
