Methodological foundations of formation and development of the regional innovative system

The article deals with theoretical approaches to organization and methodological principles of formation and development of the innovative system, on the basis of which the main principles of the regional innovative system (RIS) functioning are conceived. The author considers a structure of the RIS, and distinguishes its principle subsystems. On the basis of monitoring of the innovative system functioning in the Novgorod region the main problems of the RIS development are identified.
