Methodological foundations of strategic development of the fisheries complex of the Republic of Crimea

In the article, based on the foundation of scientific thought in the field of strategic management, as well as international policy documents and official statistics of the FAO, the Russian Federation, the Republic of Crimea and the Federal Agency for Fisheries, the methodological foundations of strategizing the fisheries complex of the Republic of Crimea have been developed. Within the framework of management theory, a number of basic principles of strategic management have been formulated to ensure the effectiveness of the economic strategy, as well as target principles of strategic development of the fisheries complex of the Republic of Crimea, focused on sustainable development goals for the period up to 2030. Among the dominant principles of strategizing the fisheries complex of the Republic of Crimea, which determine the methodological foundations of its development, taking into account both global and regional orientation, the following principles are formulated: the principle of purposefulness, consistent with a system of target principles focused on sustainable development; the principle of awareness with a system of subindexes of scientific validity, resource adequacy and regulatory and legislative support; the principle of cultural and historical continuity, taking into account the centuries-old traditions of fishery activity in the region. Based on the analysis of global and Russian trends in the development of fisheries, strategic guidelines for the development of the fisheries complex of the Republic of Crimea have been determined. It has been established that the potential of fish and other aquatic biological resources extraction in Crimea from the marine environment of their natural habitat is significantly higher than from artificially created conditions of aquaculture. It is argued that the future of the fisheries complex of the Republic of Crimea should be based on a multi-vector approach, involving the simultaneous development of all sectors of fisheries on the peninsula, including coastal and oceanic fishing, fish farming and mariculture, which will maximize its resource potential and realize the goals of sustainable development, contributing to the socio-economic well-being of the region.
