Methodology for the macroeconomic sectoral design of the Russian microelectronics industry

The article deals with the problem of developing a methodology for macroeconomic industry design of the microelectronic industry in Russia. The need to consider design instead of a development plan is due to small production volumes and significant technological backwardness of the microelectronic industry in Russia. Macroeconomic design of the industry includes solving a set of problems of technical and economic, organizational and economic design, organization of inter-industry interaction and integration of the studied industry with consumer industries and industries-suppliers of materials and components, industry scientific and technical forecasting, as well as staffing design of the industry. Macroeconomic design of the microelectronic industry in Russia includes three stages: formation of the "image of the future" of the industry, formation of the "image of the future" of the industries-suppliers and industries-consumers of microelectronic products, and correction of the "image of the future. The formation of the "image of the future" stage is presented in more detail in the article as a set of three blocks: the formalization block, the information support block and the design block. Practical macroeconomic design of the Russian microelectronics industry based on the proposed methodology will, in the authors' opinion, make it possible to harmonize solutions to the entire set of problems of development of the Russian microelectronics industry.
