Methodology for assessing the quality and comfort of the urban environment

The article discusses issues related to the problem of improving the quality of the urban environment, as an integral assessment of the development of the level of interaction and relationships of city residents with local governments. The increase in the level of interaction is carried out through the introduction into the practice of local self-government of a new management model based on the concept of «Governance». The quality and comfort of the urban environment in the city of Stary Oskol were assessed based on the opinions of residents using one of the analysis methods - the index method. The problem of assessing the quality of life in cities is the interest of various domestic and foreign research specialists. Many of them offer an author’s approach to such an assessment. In modern conditions, typical problems for regions and municipalities and promising areas of development are interconnected with the management system. The result of this interaction is the promising development of the territory of municipalities, in particular, cities, as a complex progressive process of changing almost all spheres of life of the population (economic, social, environmental, political, spiritual). Only such development can lead to qualitative transformations that will positively affect the living conditions of the entire population and the individual, as well as form a high-quality urban environment. An important criterion for the quality of the urban environment is determined by the attitude of the population to state and municipal institutions.
