International cooperation in the Blue Economy is based on the structure with the core role of United Nations. UN bodies invent and implement the instruments of development and preservation of the World Ocean. The UN Climate Conventions, the UN Climate Conferences have resulted in highlighting the particular importance of the Blue Economy within one of the sustainable development goals - the preservation of marine ecosystems. Research institutions, funds and regional or transregional initiatives play the outstanding role in international cooperation. We pay special attention to European efforts in preserving and sophisticated usage of the World Ocean resources, such as food, energy resources - oil, gas, RES, transport infrastructure, transportation and tourism services. The authors analyze more than 30 basic international and regional cooperation initiatives, which on the one hand have facilitated and systematized efforts to preserve Blue Economy resources, but on the other hand have weakened as the focus of national governments has shifted to dealing with the consequences resulting from the pandemic crisis.
