International law as a stimulator of realization of rule-of-law state idea

The rule-of- law state idea has become very popular today. The states include in their constitutions provisions that they are rule-of- law and social states or declare that purpose. The author thinks, that the reason is not only the attractiveness of this idea (it was such one primordially), but also the influence of two factors: reached levels of economical and political development of the country and legal consciousness of citizens as well as increased influence of norms and principles of international law. It is also noted, that legal consciousness and law-obedience are cultivated not by propaganda and legislation, but by a vigilant work of law-enforcement authorities and their rapid response to each delinquency so as a result (like for instance in Germany) the state not even always needs to intervene: citizens call an infringer to order themselves. Hence, there is one step towards the rule-of-law state. In other words, the civil society is ready. And without it the rule-of-law state can't exist.
