International laws and standards as a source of legal regulation of state social off-budget funds

The article deals with the international laws and standards regulating the social sphere. The author discusses the principles of social justice, social solidarity, as well as the lack of legal regulation in the sphere of state social off-budget funds' activity. With due account for the international laws and standards, the author outlines a proposal how to improve the applicable law of the Russian Federation in the sphere of state social off-budget funds' activity.
