The article examines the military and political conditions for the aggravation of international relations after the Second World War in Europe and the world between the USSR and the United States. On this basis, the course of the USSR's foreign policy on the formation of the Eastern European community is being developed and further developed on the basis of economic mutual assistance and political cooperation with the aim of opposing the expansion of the influence of the United States and its allies. The author comes to the conclusion that the global specificity consisted in that it covered practically all regions of the world, imposing to one degree or another an imprint on all events of international life that affected virtually all European states.
