International experience of intellectual property rights pledge and financing of technological small and medium-sized enterprises: government role and involvement

The author analyzes the practice of forming a system of crediting small and medium-sized businesses on the security of intellectual property objects in terms of state participation. On the example of the type of intellectual property objects, «industrial property» considers crediting systems on the security of intellectual property objects in different countries and notes two possible ways of developing a system of crediting small and medium-sized businesses against collateral for intellectual property: the gradual development «from below» in accordance with the needs of the market and the creation under the direct supervision of specially created state institutions. He concludes that the second option is most feasible in Russia.
