The article reveals the problem of disputed territories and the possibilities for observing the interests of several parties, both government bodies of various levels of national states and the business community, regardless of the size of the business. The study uses an example between the People’s Republic of China and the Russian Federation on the development of the Bolshoy Ussuriysky Island, which is divided into western (jurisdiction of the PRC) and eastern (jurisdiction of the Russian Federation) territories. The first part of the series of studies presents material on investment strategy issues. It is proposed to combine scenario forecasting and investment strategy. As an implementation mechanism, it is convenient to use developments in the field of public-private partnership. The choice is justified by the steps already taken by the government bodies of Khabarovsk Krai, which administratively and territorially includes Bolshoy Ussuriysky Island and the Standing Committees of the People’s Representative Congresses of Heilongjiang and Guangdong Provinces. They signed an agreement on cooperation between the two regions in the trade and economic, scientific and technical and socio-cultural fields. The authors of the article identified the most relevant trends in the development of socio-economic activity in the territory under consideration, which are relevant for the entire world space, and therefore can be applied to other research objects. Among them are the construction and operation of industrial facilities, the processing of natural resources and the creation of infrastructure facilities for renewable energy sources, innovative technologies and the construction and operation of logistics and transport facilities. Receiving profit from invested investments is long-term, so the most popular project from the point of view of citizens of both China and Russia may be a tourism eco-sports innovation cluster, with elements of educational services. Issues of protecting investment investments can be regulated taking into account not only international legislation, but also national legislation of both China and the Russian Federation.
