International socio–economic cluster: prospects for development of the territory of the “Big Ussuriysky” Island

The authors of the article reviewed the theoretical aspects of modern approaches to choosing a regional policy for the transformation of a country’s national economic system, which has significant differences in regional economic development indicators, and the modern practice of choosing a state policy for the concept of balanced development of the “poles of growth”. One of the forms of implementing the policy of “poles of growth” in international practice is the process of forming clusters as points of growth. The article analyzes the problems of implementing a cluster construction project as a systemic socio-economic object that forms horizontal links between organizations that ensure international economic relations in the field of transport operations and create additional opportunities for providing tourist services to both domestic and foreign tourism consumers between the countries of Southeast Asia and Russia using the example of the unique territory of the Khabarovsk Territory island Bolshoy Ussuriyskiy. The article presents the result of an analysis of the significance of the influence of various types of factors in solving complex economic problems related to the creation of cluster-type socio-economic entities and confirms the hypothesis of the priority of subjective factors influencing the implementation of the functions of the management system of complex economic systems. To confirm the hypothesis proposed by the authors, the methods of expert assessment of qualitative criteria and the method of diagnostic benchmarking were used to substantiate the factual basis of the identification assessment of the implementation of factors. The flat 1-0 rating scale used made it possible to eliminate the subjectivity of the expert assessment.
